Short answer: yes, commercial drone filming in Dubai needs permits. A legal shoot needs a registered drone, a licensed operator, a No Objection Certificate (NOC) from the Dubai Civil Aviation Authority (DCAA), and a filming permit through the Dubai Film and TV Commission (DFTC), which coordinates the security approvals. Allow about 7–10 working days, avoid restricted airspace near airports and sensitive sites, and book a licensed production company that handles the paperwork for you.

We film aerial shots for property listings, architecture and interiors and commercials across the UAE. This guide covers what we deal with on every drone shoot. Rules change, sometimes at short notice, so treat it as a planning guide and confirm the current status before you book.

Who regulates drones in Dubai?

The approvals a commercial drone shoot needs

  1. A registered drone. The aircraft is registered on the national UAE Drones platform by make, model and serial number.
  2. A licensed operator. The pilot holds a UAE licence for commercial drone work, and the company carries third-party liability insurance.
  3. A DCAA No Objection Certificate. Permission to be in that airspace, on that date, for that flight.
  4. A filming permit. Permission to film at that location, issued through the DFTC.
  5. Site permission. The owner, developer or building management agrees to the shoot. This is separate from the government approvals and often forgotten.

Miss any one of these and the flight isn’t legal, however small the drone.

How long does a drone permit take?

Plan for about 7–10 working days from a complete application to approval, and longer around public holidays or in sensitive areas. That lead time is the reason we lock the drone date first when a listing or launch has a deadline. The interior shoot can happen sooner, and the aerial shots join the edit when they’re ready.

What does it cost?

Government fees vary by location and scope, and a production company usually includes them in its quote. When you compare quotes, ask for the permit fees to be listed separately, so you can see who is actually planning to fly legally. A quote with drone shots and no permit line is a warning sign.

Where you can’t fly

Exact zones and limits are set by the authorities and can change, so the flight plan is checked against the current restrictions for every job.

Frequently asked questions

Do I need a permit to use a drone for a property video in Dubai?

Yes. Filming a property from the air for a listing or advert is commercial work, so it needs a registered drone, a licensed operator, a DCAA NOC and a filming permit. Filming inside the unit only needs the owner’s or agent’s permission.

Can a real estate agent fly their own drone for listings?

Only if the drone is registered and the agent holds the licence, insurance and permits for commercial operations. Most agents hire a licensed production company instead, which also handles the approvals.

How long does a drone filming permit take in Dubai?

Usually about 7–10 working days from a complete application, and longer around holidays or in sensitive areas. Plan the aerial shots first when you have a deadline.

What happens if you fly a drone without a permit in Dubai?

You risk fines and confiscation of the drone, and the footage can’t be used safely in an advert or listing. For commercial work it isn’t worth the risk.
